The Federal Public Service Commission (FPSC) has introduced one of the biggest exam reforms in Pakistan's competitive system. All descriptive written exams have been abolished and replaced with MCQ-based tests only for posts from BS-16 to BS-21.
The Commission in its 175th meeting decided to replace all types of Written (Descriptive) Tests with objective (MCQ) Based Tests for the posts in BS-16 to BS-21 advertised by FPSC under General Recruitment. This has been effective in all cases advertised from 21 September 2025 onwards.
Exam Pattern Under New Policy
The new MCQ-only policy changes everything about how we should prepare. MCQs reward concept clarity and accuracy, not fancy writing skills or lengthy answers.
BS-16 & BS-17 Posts
- One MCQ paper
- 100 marks
- Passing marks: 40%
- Negative marking: 0.25 per wrong MCQ
- 100 questions, 90 minutes
BS-18 & BS-19 Posts
- Two MCQ papers
- 100 marks each
- 40% in each paper
- Negative marking applies
Teaching Posts
- MCQ-based
- 50% passing marks in each paper
BS-20 & BS-21 Posts
- MCQ-based
- As per advertisement
General Syllabus for FPSC BS-16/17 Posts
Most FPSC BS-16/17 posts follow this pattern:

Different posts have different professional portions. Here are some examples:
Assistant Director FIA / IB / ASF:
- English: 20 marks
- General Knowledge: 80 marks
- GK includes: Pakistan Affairs, Current Affairs, Basic Math, Everyday Science, Intelligence, Security
- Professional: Investigation, Law, Criminology basics
Inspector Customs / Preventive Officer:
- English: 20
- GK: 20
- Professional: 60
- Customs Act 1969, Sales Tax, Federal Excise, Import/Export Policy, Valuation
Assistant Private Secretary:
- English: 20
- GK: 20
- Shorthand: 60
- Shorthand speed 100 wpm, Typing 50 wpm, Computer literacy test
Senior Elementary Teacher (BS-16):
- Part-I (English): 20 Marks
- Part-II (Subject Test): 40 Marks
- Part-III (Professional Test / Pedagogy): 40 Marks
- Language subjects (like Urdu): 60% Subject Test and 40% Professional Test
CSS Competitive Examination 2026
For CSS Competitive Examination 2026, the FPSC has decided that, with effect from CSS Competitive Examination 2026 and onwards, only one compulsory paper will be conducted per day instead of the earlier practice of conducting two papers in a day. This decision has been taken to facilitate candidates and to ensure smooth conduct of the examination.
CSS Written Test Pattern
- CSS Written Exam consists of 12 Subjects (papers): 6 Compulsory and 6 Optional
- Each subject consists of 100 Marks
- Every candidate has 3 hours of time
- Total 1200 Marks: 600 for Compulsory subjects and 600 for Optional subjects
- Passing marks: 44% in Compulsory and 33% in Optional subjects
- Focus on concepts, not stories — MCQs test understanding
- Practice time-based MCQ tests — simulates exam pressure
- Learn intelligent skipping — avoid negative marking
- Revise from one trusted source — reduces confusion
- Analyze mistakes weekly — identifies weak areas
Important Update: FPSC Digitizes Communication System
The commission has decided to digitize its communication system for candidates appearing in general recruitment examinations. Candidates will now receive notifications through:
- Web notices
- SMS
Candidates will also be informed through web notices, email and SMS if their applications are rejected, along with the reasons for rejection.
